CHAPTER 5 SPECIAL PROTECTION FOR INFORMATION REVELATION - Article 21

All persons shall not be criminally, civilly and disciplinarily responsible forthe denunciations of felony or misdemeanor they are aware of in the scope of work or during the completion of their missions, making before the judicial authorities or other competent authorities.

Recommendation: 1) Identification of the whistleblowers must be covered. 2) There should be further legal mechanisms to protect the whistleblower, even if they intend to reveal information or not. 3) The whistleblower should be encouraged, via granting an award, to reveal the information for the benefit to the public.
